Isn’t all thought free? Who charges for it and where do they put the meter?

The sutta advises the Kalamas to be doubtful and uncertain when there are reasons for doubt, and not to go upon what has been acquired by repeated hearing, tradition, scripture, or speculation. Instead, it promotes the use of sound logical reasoning and personal judgment to determine the truth and the path to follow. The spirit of the sutta signifies a teaching that is exempt from fanaticism, bigotry, dogmatism, and intolerance, and it encourages free inquiry and the careful examination of beliefs at all stages of the path to enlightenment[10][12][15]. The sutta is not intended as an endorsement for radical skepticism but rather as a guide for individuals to make informed and reasoned decisions[9].
