I don’t think “green” exists when you can move the kind of distances they’ll have to move to get here. Also, that dude provides no motivation whatsoever for them being green, so I’d have to say the author probably isn’t too bright.
Part of USA’s imperialist strategy is to militarize everything that includes space. This story is just part of that ploy getting people concerned about aliens as threats. It’s sort of bizarre. I think they’d do better sticking with the asteroid threat.
